If the user's account doesn't exist on the Right-hand portal, then even though they report the email using Phisharm, it doesn't come to the Right-hand portal, and none of the selected admins get any notifications.
However, if their account exists on the portal but is in the Archived state, then the reported email comes through because their account still exists on the portal.
